Senior Resident Engineer

About the role

The Senior Resident Engineer will serve as SMEC's lead contract administration and construction supervision representative for the FSM SRRIP 2 civil works programme. Based in Yap, the role oversees remote contract sites across the Federated States of Micronesia, ensuring compliance with contract terms and maintaining strong client relationships.

Key responsibilities

• Act as Engineer to the contract, administering civil works contracts and reviewing contractual correspondence.
• Maintain positive working relationships with the client, contractors, and stakeholders, handling enquiries and complaints professionally.
• Provide leadership, mentoring, and direction to the project team, addressing performance issues promptly.
• Review and approve technical engineering activities as required by the Team Leader/Senior Highway Engineer.
• Supervise construction activities through Assigned Resident Engineers, ensuring quality of materials and workmanship.
• Train national consultants in contract administration and assign responsibilities to engineering staff.
• Ensure a comprehensive supervision system is in place, regularly updated, and securely stored.
• Participate in monthly site meetings remotely or in‑person (Yap) and oversee site inspections.

Required profile

• Extensive experience in civil engineering contract administration and construction supervision.
• Proven ability to lead multidisciplinary teams in remote or multi‑site environments.
• Strong communication skills and a track record of maintaining client and stakeholder relationships.
• Capability to make decisions under delegated authority and act as Engineer to the contract.
• Willingness to be based in Yap and travel as required.
