CBI Voucher Start-up Officer (P)

About the role

The International Organization for Migration (IOM) is seeking a CBI Voucher Start-up Officer to support the implementation of voucher-based shelter reconstruction under the Typhoon Sinlaku recovery programme in Chuuk State. Reporting to the Head of Programmes, the officer will provide technical assistance to field teams and help ensure that voucher interventions meet project objectives and established procedures.

Key responsibilities

• Support the design and rollout of market-informed voucher assistance mechanisms for shelter reconstruction across Chuuk State.
• Provide technical guidance to field staff on cash-based and voucher-based interventions.
• Conduct market assessments, vendor assessments, supply-chain analyses and feasibility studies to inform programme implementation.
• Assist in the management of voucher distribution systems and monitor beneficiary eligibility.
• Coordinate with partners, suppliers and local authorities to ensure timely delivery of shelter reconstruction assistance.

Required profile

• Master’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related field with at least two years relevant experience, or a university degree with four years relevant professional experience.
• Demonstrated experience in cash-based interventions, voucher programmes, cash-for-work activities or market-based programming in humanitarian or development settings.
• Proven ability to conduct market and vendor assessments and to analyse supply-chain data.
• Strong analytical and reporting skills, with attention to detail.
