Budget Officer – Finance Management (Professional)

About the role
The Budget Officer will support the Chief of Mission and the Head of Resources Management in planning, coordinating, monitoring and reporting the mission’s budget. Working in Pohnpei, the incumbent ensures compliance with IOM financial regulations, donor requirements and internal control procedures.
Key responsibilities
- Prepare and update annual budget plans, forecasts and revisions.
- Monitor actual expenditures against budget, identify variances and propose corrective actions.
- Produce regular financial reports for senior management and donors, including the United States Department of State.
- Coordinate with implementing partners to ensure timely and accurate financial data.
- Support the implementation of administrative and internal control procedures.
- Assist in the preparation of audit documentation and respond to audit queries.
Required profile
- Master’s degree in finance, accounting, business administration or related field with at least two years of relevant experience, or a university degree with four years of experience.
- Professional certification such as CA, CPA, CIMA or ACCA is an advantage.
- Demonstrated experience in budget planning, monitoring, forecasting and financial reporting, preferably in an international organization.
- Experience working with implementing partners and donor‑funded projects.
Required skills
- Proficiency with Microsoft Word.
- Advanced skills in Microsoft Excel, including spreadsheet modelling and data analysis.
- Familiarity with office software packages for data handling and reporting.
